Scholarship board row: Ministry hits back at NUGS

The Ministry of Education has issued a sharp rebuttal to the National Union of Ghana Students (NUGS), following the student body’s public criticism over its representation on the newly inaugurated Governing Board of the Scholarship Authority.

In a terse statement released on Thursday, the Ministry insisted that “all critical stakeholders,” including NUGS, were “duly engaged” during the legislative drafting and consultation process that established the Scholarship Authority.

The Ministry stated that through this “inclusive process,” it was agreed that representation would fall under an umbrella body for civil society organizations, and that NUGS is “rightfully represented on the Board in accordance with the provisions of the law.”

The response appears to directly contradict the concerns raised by the current NUGS leadership, which had questioned its exclusion from the Board’s composition in a recent press statement.

The Ministry’s rebuttal took a pointed turn by publicly advising “the current leadership of NUGS to engage with their immediate past leadership to fully acquaint themselves with the details,” suggesting a potential internal disconnect or knowledge gap within the student union.

This public exchange has ignited debate over transparency and genuine inclusivity in Ghana’s education governance. Critics argue the Ministry’s stance reveals a top-down approach, where student voices are channeled through predetermined structures rather than granted direct, autonomous representation.

The Ministry concluded by reaffirming its commitment to “transparency, inclusiveness, and collaborative governance,” a pledge now being scrutinized in light of the open dispute with the nation’s premier student union.
