President John Dramani Mahama has granted presidential pardon to 863 convicted persons, including 11 people on death row whose sentences have been commuted to life imprisonment.
The decision, announced on Monday, October 5, 2026, forms part of activities marking Ghana’s 70th Independence Anniversary.
The President exercised the prerogative of mercy under Article 72(1) of the 1992 Constitution after consulting the Council of State.
A statement signed by the President’s Spokesperson and Minister for Government Communications, Felix Kwakye Ofosu, said the pardon was intended as an act of mercy and an opportunity for national reflection as Ghana marks the anniversary.
The largest category of beneficiaries comprises 819 first offenders, who have been granted outright release.
The President has also ordered the release of 13 convicted persons aged 70 years and above and six seriously ill persons.
Beyond the outright releases, 11 death sentences have been commuted to life imprisonment, while six persons serving life sentences will instead serve 20-year definite sentences.
Two persons have been granted outright release on special recommendations, while three others received presidential pardon following petitions.
Three additional beneficiaries fall under other categories.
The relevant state institutions have been directed to take the necessary steps to give effect to the President’s decision.
