Government Confirms Engineers and Planners Ltd as successful bidder for Damang Mining lease

The Ministry of Lands and Natural Resources has confirmed that the Damang Mining Lease will be awarded to Engineers and Planners Ltd (E&P), following a competitive tender process conducted by the Minerals Commission.

The announcement comes after the Ministry received the report of the Tender Committee, established under Regulation 261 of the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176). The Committee recommended E&P as the successful bidder, a recommendation approved by the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah. The Minister has directed the Commission to take all regulatory steps necessary to formalise the award.

According to the Tender Committee, E&P “satisfied all mandatory requirements set out in the Notice and provided documentary evidence of access to financing, meeting the USD 500 million minimum threshold.

The tender documentation indicates that the Company possesses experience and knowledge relevant to the operations, infrastructure, and geology of the Damang Mine and submitted proposals for its development, including measures intended to extend the life of the mine beyond ten years.”

The Committee further stated that “on the basis of the applicable evaluation criteria and scoring, the tender submitted by Engineers and Planners Ltd attained the highest evaluated score. In summary, the Company demonstrated the highest capability to operate the Damang mine, substantiated by their submission of the most viable tender.”

A total of four tenders were received by the 16:00 GMT deadline on Tuesday, March 31, 2026. The bidders included:

  1. Vortex Resources Mining Group
  2. Engineers and Planners Ltd
  3. Heath Goldfields Ltd
  4. Maripoma Mining Services Ltd

All submissions were evaluated against mandatory requirements outlined in Phase 1, Annexure C of the Notice. These included proof of a wholly owned Ghanaian-registered company, valid tax, SSNIT, and VAT clearance certificates, certificate of incorporation, and payment of a GHS100,000 application fee.

Following verification, only Engineers and Planners Ltd and Heath Goldfields Ltd met the mandatory requirements. Vortex Resources Mining Group and Maripoma Mining Services Ltd were disqualified for failing to provide the required documentation.

The two responsive tenders were then subjected to technical and financial evaluation. Heath Goldfields Ltd did not achieve the minimum qualifying score of 80% in the technical assessment, and its financial proposal was not considered, in accordance with the Notice.

The Ministry commended the Minerals Commission and the Tender Committee for their dedication and reaffirmed the government’s commitment to ensuring that the Damang Mine continues to contribute to Ghana’s economy.

The Minerals Commission has been directed to take all necessary regulatory steps to formalise the approval.
