Lawmakers extend 2025 capital budget implementation for the fourth time

The House of Representatives has extended the implementation period for the capital component of the 2025 budget from September 30 to December 31, marking the fourth time the National Assembly has shifted the deadline.

The extension was approved on Tuesday during plenary following a motion moved by Julius Ihonvbere, the Leader of the House.

Moving the motion, Ihonvbere said the extension had become necessary because the capital component of the 2025 budget had not been fully implemented, citing prevailing economic difficulties.

He said allowing the implementation window to lapse on September 30 could affect the execution of already-approved capital projects and programmes.

The House, therefore, approved the extension to enable Ministries, Departments and Agencies of the Federal Government to continue implementing the outstanding capital projects and programmes captured in the 2025 budget.

The N54.99 trillion 2025 Appropriation Act was passed by the National Assembly on February 13, 2025, and signed into law by President Bola Tinubu on February 28, with the budget originally structured to run until December 31, 2025.

But as the government struggled to fully execute the capital component, lawmakers began extending its lifespan.

The first extension came in December 2025, when the National Assembly moved the deadline to March 31, 2026. It was subsequently extended to June 30 and then to September 30, 2026.

With this approval, the capital component of the 2025 budget will now remain open until December 31, 2026, meaning a budget originally intended to end in December 2025 will effectively have its capital implementation window stretched by 12 additional months.
