The National Identification Authority (NIA) has announced the implementation of revised fees and charges for Ghana Card registration and related services following parliamentary approval.
In a press release titled “NIA Announces Implementation of Revised Fees and Charges Following Parliamentary Approval”, the Authority said the adjustments are in line with the Fees and Charges (Miscellaneous Provisions) (Amendment) Regulations, 2025 (L.I. 2512), passed by Parliament in November 2025. The new fees take effect from Monday, 2 February 2026.
According to the NIA, the revision has become necessary because the Ghana Card has evolved into critical national infrastructure, and its long-term sustainability requires periodic fee realignment to reflect prevailing economic and operational conditions.
“Act 1080 requires public institutions to periodically review fees to reflect prevailing economic and operational conditions,” the statement explained.
The Authority noted that the last fee review was proposed in 2022 and approved in 2023. Since then, it has operated under the 2023 fee structure for more than two years, even as operating costs have increased significantly.
It cited rising costs in technology licensing, cybersecurity services, utilities, logistics and personnel as key drivers of the adjustment, adding that while exchange rate conditions have stabilised, many of these costs remain elevated and largely non-reversible.
Under the revised fee structure for services at NIA district offices:
- First-time registration (below 25 years): Free
- First-time registration (25 years and above): GHC30
- Card replacement: GHC200
- Record update only: Free
- Record update with card replacement: GHC200
- Nationality update: GHC200
- Card renewal: GHC150
- Card transfer services (excluding courier): GHC75
For applicants who opt for faster services at NIA Premium Centres, higher fees apply:
- First-time registration at Premium Centre: GHC410
- Card replacement at Premium Centre: GHC520
- Record update with card replacement at Premium Centre: GHC410
The NIA also maintains separate charges for services under the Foreigner Identification Management System (FIMS), with fees benchmarked in US dollars and paid in cedi equivalent. These include:
- First-time registration: USD120 equivalent
- Annual card renewal: USD78 equivalent
- Multiple-year renewal (minimum two years): USD75 per annum equivalent
- Card replacement: USD78 equivalent
- Nationality update: USD120 equivalent
- Record update with card replacement: USD70 equivalent
- Record update only: Free
The Authority has encouraged the public to visit its official website for the complete list of fees and charges.
“The full list of fees and charges is available on NIA’s website,” the statement said.
The Ghana Card has become the primary identity document for accessing public and private services, including banking, SIM registration, SSNIT, health insurance and government interventions. The NIA insists that the revised fees are aimed at safeguarding the sustainability and efficiency of the national identification system.
