TDC launches year-long revenue recovery drive to retrieve million from defaulters

TDC Ghana Limited, has launched a comprehensive revenue mobilization exercise aimed at recovering nearly half a billion Ghana cedis owed by leaseholders and occupants of houses, shops, offices, and lands as ground rent under its jurisdiction in the Tema acquisition area.

The initiative, which commenced on Monday, October 27, 2025, at the Tema Heavy and Light Industrial Areas, forms part of the company’s broader efforts to enhance revenue collection and ensure compliance with the Land Act, 2020 (Act 1036).

Section 35 of the Land Act states that leaseholders are legally required to pay annual ground rent as stipulated in their lease agreements.

According to TDC Ghana Limited, it is therefore acting within the law to ensure that all leaseholders, tenants, and businesses fulfill their financial obligations to the state.

During the exercise, management and staff of TDC Ghana Limited visited various facilities to enforce compliance and engage directly with rent defaulters, including business operators, industrial firms, and private tenants within the Tema Metropolis.

Speaking to the media after the exercise, the Managing Director of TDC Ghana Limited, Courage Makafui Nunekpeku, reaffirmed the company’s commitment to sustaining the revenue recovery drive throughout the year.

He disclosed that over 600 billion Ghana cedis are owed to the company, with major debtors including the Tema Oil Refinery (TOR) and VALCO.

“This revenue recovery exercise will be sustained throughout the year. We must retrieve the funds owed to us, a significant amount remains outstanding.

“We want to send a clear message to everyone, regardless of status or position, to fulfill their financial obligations to the state. The government has provided you with services; it’s only right that you pay what is due.” Mr. Nunekpeku stated.

He lamented that some entities have defaulted for over a decade despite making substantial profits from TDC-managed properties.

“Many of them are generating considerable income from these facilities, yet they refuse to pay what they owe to TDC Ghana Limited,” he said.

Mr. Nunekpeku emphasized that the exercise will cover all categories of defaulters, including religious institutions, schools, restaurants, and residential occupants.

“We will be conducting a special operation on Sundays specifically targeting churches. We’re coming to collect what is owed, so we urge all churches to prepare and pay. The same applies to mosques, schools, restaurants, and residents,” he warned.

He further revealed that TDC Ghana Limited will now operate seven days a week to make payment more convenient for clients.

“Our offices will be open every day, with a 24-hour service system to accommodate all clients. Even on Saturdays, staff will be available to receive payments,” he said.

The TDC MD reiterated the company’s readiness to collaborate with stakeholders to ensure transparency and accountability in the collection process, while urging all defaulters to take advantage of the extended working hours to settle their arrears promptly.

Some leaseholders and occupants within the Tema acquisition area cited for owing significant amounts to TDC Ghana Limited including A.K. Buachie-Kesse, who reportedly owes GH¢2.78 million to TDC Ghana Limited.

The Tema Central Mall, which houses establishments such as First Atlantic Bank, Max Mart, and Electromart, is also said to owe GH¢280,000 in ground rent arrears.

Additionally, Datus International School at Community 7 owes GH¢130,000, with an annual obligation of GH¢8,000 yet to be settled.

TDC Ghana Limited has indicated that these debts form part of the over GH¢600 billion owed by various leaseholders and tenants within its operational areas, which the company is currently seeking to recover through its ongoing revenue mobilization exercise.
